Juvenile Justice Alternative Education Program (JJAEP)
Baird Independent School District contracts with the Taylor County Learning Center to provide Juvenile Justice Alternative Education Program (JJAEP) services for eligible students who are ordered or referred to the program in accordance with Texas law and juvenile court requirements. The Taylor County Learning Center serves as the designated JJAEP for Baird ISD and provides educational and behavioral services in a setting separate from district campuses for students whose placement is determined through the appropriate legal or disciplinary process.
Overview
In 1995, the Texas Legislature established Juvenile Justice Alternative Education Programs (JJAEPs). These programs are designed to ensure safe and productive learning environments by providing an alternative educational setting for certain students who are removed from the regular classroom due to serious or persistent misconduct or by court order. JJAEPs ensure that students continue to receive educational services during periods when they are not assigned to a traditional campus.
JJAEPs are operated by county juvenile boards in counties with a population exceeding 125,000 and function pursuant to a Memorandum of Understanding between the juvenile board and participating school districts. Baird ISD participates in this arrangement through Taylor County.
Program focus and instruction
JJAEPs are required to provide instruction in English or language arts, mathematics, science, social studies, and self discipline. Programs operate seven hours per day for 180 instructional days per year. Instruction is designed to support academic progress and facilitate a successful transition back to a traditional educational setting when appropriate.
Taylor County Learning Center (JJAEP)
The Taylor County Learning Center is operated by the Taylor County Juvenile Department and serves students under the supervision of the juvenile court who have not been successful in traditional or alternative school settings. The program provides a structured educational environment with academic instruction and behavioral supports.

Placement and eligibility
Placement in the JJAEP is not optional and is not available by parent request. Students may be placed only through lawful means, including juvenile court order or other procedures authorized by Texas law. Baird ISD follows all required due process, notice, and documentation requirements related to student placement.
Special education and Section 504 services
Students with disabilities continue to receive services in accordance with their individualized education program or Section 504 plan, as applicable. Educational decisions and required supports remain governed by state and federal law.
Student records and privacy
All student records and information are protected under applicable state and federal privacy laws. Access to records is limited to what is necessary to provide educational services and comply with legal placement requirements.
